According to the national Institutes of Health, about 1.4 deaths occur annually per 1,000 incarcerated people. That includes prisons, which have a higher rate than jails. The Oklahoma County Detention Center, with about 1,500 detainees, is on pace to have 27 deaths per 1,000 incarcerated people, more than 19 times the national average.
