Yes.

SB 1027 would cap the number of initiative petition signatures that could be collected from a single county at 20.8% and 11.5% of the total votes cast for governor in that county during the most recent general election for constitutional and state statutory amendments, respectively.

Under this bill, given that 222,554 votes were cast for governor during the 2022 general election in Oklahoma County, the signatures of up to 450,518 of the 476,122 currently registered voters in Oklahoma County could be excluded from state statutory amendment petitions.

Statewide, the Oklahoma Policy Institute estimates the exclusion of up to 2.2 million of the 2.4 million registered voters.

The bill would also change petition summaries to require more basic language and state the potential fiscal impact and consequences of proposed measures.

SB 1027 passed in the Legislature and was sent to the governor on May 21, 2025.
